Ray is a technically astute legal and documentation specialist with deep experience and understanding of procurement and contract management. He possesses a comprehensive knowledge of New Zealand's public sector procurement regulations, guidelines and frameworks. He has successfully provided expert legal and business advice, reports and documentation for a number of government agencies over the last 25 years.
Complementing his procurement knowledge and skills, Ray is an effective communicator offering specialist and timely advice. A consummate professional, he understands the need to engage across all levels of an organisation and with external parties as appropriate, to promote and persuade stakeholders of the merits of the project at hand. Ray is adept in the area of risk management, anticipating commercial risk issues and understanding the common interest.
This is necessarily balanced with a real sense of customer focus. He listens to, and reflects, the interests of each interested party so that they may have confidence and trust that their views are being considered and addressed. His familiarity with central agency requirements mean that he is aware of the steps and approvals to be negotiated, and can skillfully guide the process accordingly. These are essential elements of business case development, and flow through to the creation of clear and relevant documentation to satisfy the requirements of central government.
Ray is a team player who operates collaboratively with his colleagues, understanding that each has a part to play in achieving project success. Experienced in working under pressure, he is well able to prioritise tasks as necessary to meet deadlines, adapt to changing conditions and safeguard clients' needs.
His clients include Ministry for the Environment, Ministry of Foreign Affairs and Trade, Child, Youth and Family, Ministry of Social Development, New Zealand Transport Authority and Te Puni Kokiri.
Ray holds an LLB (Law Professionals) from the University of Canterbury and is an Associate of the Arbitrators' and Mediators' Institute of New Zealand.
Outside of work, Ray enjoys spending time with family, gardening, golf and watching sport.
